Social Interest Housing in Central Areas Evaluating Long Term Costs and Benefits

“Minha Casa Minha Vida” (MCMV), so far the biggest social housing Federal program in Brazil, delivered millions of SIH (social interest housing) units, but only a few in urban centers. Feasibility of SIH enterprises in the context of the MCMV leads to the production towards the outskirts, where the land cost better fits the budget. This cost analysis, however, does not take into consideration future costs for the society, including inefficient infrastructure, poor social services and public safety issues, with impact on the cities’ operational costs – and quality of life.

 

OBJECTIVES

  • demonstrate the financial-economic feasibility of SIH production in central areas by taking into consideration medium and long-term costs
  • propose an artifact that estimates, based on the location of SIH units, medium and long-term costs for society and cities (maintenance, access to services , transport, social and environmental impacts, life quality)
  • discuss the role of private (construction and operation) and public sectors (federal: subsidies / state: infrastructure / city: urban planning) for supplying SIH in accordance with sustainable development principles
  • propose rules (laws, codes, regulations) that estimulates the use areas with adequate urban insertion for SIH
