Horizon Europe is the European Union’s funding programme for research and innovation. It aims to:
- Tackle climate change
- Support the achievement of the United Nations Sustainable Development Goals (SDGs)
- Enhance the EU’s competitiveness and economic growth
- Facilitate collaboration and amplify the impact of research and innovation in shaping and implementing EU policies
- Promote excellent knowledge and technology dissemination
- Create jobs, engage the EU’s full talent pool, and optimize investments across a stronger European Research Area
Programme Structure
Horizon Europe is built on three main pillars:

Pillar 2 – Global Challenges and European Industrial Competitiveness
Pillar 2 is strategically organized into six thematic clusters, each addressing key societal and industrial priorities:
- Health
- Culture, Creativity and Inclusive Society
- Civil Security for Society
- Digital, Industry and Space
- Climate, Energy and Mobility
- Food, Bioeconomy, Natural Resources, Agriculture and Environment
This structure enables interdisciplinary research to address global challenges while advancing Europe’s industrial leadership.
Cluster 2: Culture, Creativity and Inclusive Society
Cluster 2 approaches societal challenges through research in the social sciences and humanities, aiming to strengthen democratic governance, safeguard cultural heritage, and foster inclusive and sustainable development. To address these goals, it is divided into three destinations:
- Democracy – Promoting European democratic values, including the rule of law and fundamental rights
- Cultural Heritage – Protecting and enhancing Europe’s rich and diverse cultural heritage
- Social and Economic Transformations – Driving socio-economic change to support inclusion, resilience, and sustainable growth
Brazil’s Role in Horizon Europe
Brazil ranks sixth among third countries in Horizon Europe participation. The average success rate of proposals involving Brazilian researchers is 26% - above the overall program participation success rate of 19%. Currently, Brazil has 144 participations in Horizon Europe projects, 4 of which are in Cluster 2. (Public Dashboard of Horizon Europe).
In Brazil, Goret Pereira Paulo, Director of Research and Innovation at FGV, serves as the National Contact Point (NCP) Cluster 2. In this role, she is responsible for supporting Brazilian researchers participation in Horizon Europe.
Her core mission as a Cluster 2 NCP includes
- Raising awareness about Horizon Europe and its opportunities for Brazilian researchers
- Fostering strategic collaboration between Brazilian and European institutions
- Facilitating connection between researchers interested in participating in Horizon Europe and funding agencies in Brazil
- Promoting inclusive and sustainable international collaboration
